Hmm...I'm a member of stop_plagiarism and there've been a couple of cases where the plagiarist "asks" for permission to use the original author's story or base something on it, and still goes ahead to steal the story even without consent.

Not sure if that's what's happening here, but maybe you should check out the person's fics to see if something there's been stolen. Just in case.
